Use 1-2 tsp per 8 oz of 190°F - 210°F water. Let steep for 3-5 minutes.
Steep 10 teaspoons in a quart of boiling water, then add 3 quarts cold water and refrigerate.
Mix with some milk and/or sugar to taste.
